In a groundbreaking move, the City of Vancouver is set to abolish minimum vehicle parking requirements for all new buildings, regardless of their use and expected to approve before the legislated deadline of June 30, 2024. This sweeping change applies to residential, office, hotel, retail, restaurant, service, commercial, and industrial buildings. The only exceptions will be for accessible and visitor parking stalls.

City staff have proposed a citywide abolition to simplify the policies, citing that this will accelerate the development application and review process. This aligns with the city’s goals of simplifying regulations, reducing permit approval times, and advancing transportation and climate emergency objectives.

Vancouver has already been progressively removing minimum parking requirements in select areas, including most of the downtown peninsula and the Broadway Plan area. This broader citywide approach aims to reduce construction costs, improve housing affordability, increase job space supply, and encourage public transit, cycling, and walking.

While this policy provides developers with greater flexibility to meet parking demand, there are concerns about increased demand for curbside parking. To manage this, the city will utilize existing parking management tools, such as time-limited or paid parking, residential permit parking, and increased parking enforcement. Additionally, the West End’s parking permit zone will be split into three zones to improve availability and encourage alternative transportation.

City staff emphasize the need for developers to supply adequate parking for their buildings, as on-street parking is limited. Future curb space could be repurposed for bike lanes, bus lanes, or patios, further reducing available parking.
